TITLE: Director of Recruitment and Retention

TERM OF EMPLOYMENT: 12 Months
REPORTS TO: Chief of Human Resources
JOB GOAL: To effectively promote and implement innovative and robust strategies to attract and retain quality candidates for all positions (classified and certified) within the school district.
QUALIFICATIONS AND ATTRIBUTES:
- Master’s degree from an accredited college/university or equivalent training and/or experience.
- Experience in Human Resources considered a plus.
- Recruiting experience considered a plus.
- Ability to demonstrate initiative, strong work ethic, and working independently.
- Ability to motivate and encourage prospective candidates to seek employment in JCPS.
- Excellent communication, interpersonal skills, problem solving and organizational skills.
- Ability to prioritize work; establish and maintain effective working relationships with all levels of staff, outside advocacy groups, and other community members.
- Proficient in utilizing social media platforms for recruitment purposes.
- Ability to make independent judgments, implement creative solutions to problems, and maintain confidentiality.
- Ability to assess program needs and design long-range plans for talent acquisition and retention.
- Skilled at budgetary decision-making and budget design to meet short and long-term program needs
DUTIES AND RESPONSIBILITIES:
- Create and maintain an annual recruitment and retention plan for the school district.
- Collaborate with school and department leaders (i.e. principals, transportation, school nutrition, etc.) for recruitment and retention purposes.
- Establish a Recruitment and Retention Committee (RRC).
- Facilitate RRC meetings on at least a quarterly basis.
- Create and foster relationships with in-state and out-of-state colleges, universities and professional organizations to attract and recruit qualified candidates.
- Plan and coordinate in-state and out-of-state recruitment events.
- Create and maintain a recruitment schedule for the school district.
- Develop and maintain social media sites for the purpose of recruitment; provide engaging content to generate high interest from potential applicants.
- Attend in-state and out-of-state job fairs as needed.
- Enrich job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining professional networks, and participating in professional organizations, meetings and conferences.
- Design and implement partnerships with State and local stakeholders not limited to Provosts and Senior Executive Leaders for a wide array of institutions of higher learning.
- Oversee the Employee of the Month (EOM) and Employee of the Year (EOY) programs.
- Oversee the AP and Principal of the Year process.
- Coordinate the placement of university students (i.e. observation, practicum, counselor interns, student teachers, and EC interns).
- Serve as the departmental point of contact regarding the latest developments and innovations in technological processes, products, and programs related to recruitment and retention strategies. (i.e. virtual job fairs, electronic interviews, etc.)
- Analyze available data to identify areas of need (i.e. diversity, hard-to-fill positions, low performing schools) as they relate to employee recruitment, retention, and turnover.
- Use metrics to track the effectiveness of recruitment and retention activities.
- Responsible for meeting established recruitment and retention goals and objectives (consistent with the organization’s mission, values, and goals).
- Develop and present reports on recruitment and retention to the School Board as needed.
- Participate, contribute, and function as a contributing member of the Human Resources Team.
- Serve as a district leader and facilitator of the Teacher Advisory Council (TAC) for the district.
- Perform other duties as assigned by the supervisor.
PHYSICAL REQUIREMENTS:
- Ability to communicate effectively in written and oral forms.
- Requires the ability to speak before groups of people with poise, voice control and confidence.
- Must be able to physically perform the basic life operational functions of grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
- Must possess a valid NC driver’s license.
