Job Description
TITLE: Executive Director of Human Resources and Employee Relations
LOCATION: Human Resources
SALARY: Administrative Salary Scale
MONTHS: 12 Months
REPORTS TO: Chief of Human Resources
JOB GOAL: To support Johnston County Public Schools in the continuous improvement of employee relations, including but not limited to employee performance, employee conduct, and the quality of the work environment for all employees.
QUALIFICATIONS:
- Licensure in Administration or Supervision (minimum of a master’s degree).
- School Administrator experience required (minimum of 5 years).
- Strong interpersonal and communication skills and the ability to communicate effectively in both written and oral forms.
- Strong technology and organizational skills.
- Experience in school personnel matters preferred.
- Knowledge of human resource program areas such as employment law, benefits, evaluations, federal regulations/legislation, and personnel management.
- Ability to provide leadership and to supervise the planning, development and establishment of new, modified and/or improved personnel programs, services and professional development.
- Ability to establish and maintain effective working relationships with co-workers and all stakeholders, including but not limited to school principals, parents, community leaders, and outside agency representatives.
- Considerable knowledge of current literature, trends, and developments in the field of personnel administration.
- Must be able to perform a variety of tasks and maintain flexibility in working with others.
DUTIES AND RESPONSIBILITIES:
- Communicate with the district’s legal counsel regarding personnel matters and the interpretation of federal, state and local personnel/human resources laws, policies, programs, and procedures. Communicate the findings to a variety of audiences.
- Conduct certified and classified personnel reviews as it relates to performance and conduct for all employees.
- Facilitate the processes for drug screening disputes and traffic violations for transportation employees.
- Facilitate the processes for employee job abandonment.
- Manage information and facilitate processes as it relates to the employee criminal charge monitoring process.
- District Administrator and point of contact for the employee and pre-employment background check process and company.
- Conduct reviews related to employee claims or claims against employees for Bullying, Harassment, and Discrimination.
- Keep the Chief of Human Resources informed of pertinent personnel developments and seek counsel or decisions as necessary.
- Work collaboratively with school system leadership and departments to resolve matters related to employees and employment.
- Work collaboratively with school system legal counsel to resolve matters related to employees and employment.
- Facilitate, maintain, and manage employee personnel files including the organization of paper files and processes related to maintaining electronic records and the destruction of records.
- Oversee matters related to employee resignations.
- Maintain and update Human Resources information on the district website.
- Oversee matters related to Human Resources LINQ and the integration with LINQ payroll.
- Update and ensure distribution and understanding of the JCPS Employee Handbook.
- Facilitate and manage the districtwide sign-off process for required Board Policies and employee handbook information.
- District Administrator for the certified evaluation platform NCEES through PowerSchool.
- District Administrator for the Transfer Process spreadsheets and transfer request acknowledgment.
- Ensure timely completion of certified professional development plans, observations, and evaluations. Provide reports to school administrators and area assistant superintendents of PDP, observation, and evaluation completion.
- Create and distribute information related to the certified evaluation process and evaluation calendar. Provide professional development to district leaders as needed regarding the certified evaluation process.
- Assist principals in creating Monitored and Directed Growth Plan and facilitating the non-renewal process.
- Provide professional development to district leaders regarding employee performance concerns and conduct concerns.
- Facilitate the electronic contract process for certified employees to include contract renewals and new contracts (staging, distribution, and signature completion).
- Assist the Chief of Human Resources in the development of presentations for the Board of Education.
- Participate as a contributing member of the Human Resources Department.
- Complete other duties as assigned.
PHYSICAL REQUIREMENTS:
- Must be able to physically perform the basic life operational functions of grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
- Must possess a valid North Carolina driver’s license.
- Ability to speak before groups of people with poise, voice control and confidence.
- Strong interpersonal relationships with employees and stakeholders.
- Ability to develop and compile a variety of records and reports in a digital format.
