TERM OF EMPLOYMENT: 12 Months
JOB GOAL: Performs a variety of supervisory and administrative tasks in providing leadership to the Human Resources department.
QUALIFICATIONS AND ATTRIBUTES:
- Master’s degree in Education; NC licensure in supervision and/or administration preferred. Five (5) years of administrative experience.
- Experience in program coordination, including budget management. Strong instructional background, leadership, and communication skills.
- Extensive knowledge of current issues in the area of Human Resources, including but not limited to employment and contract law, compensation and benefits, licensure, FLSA, and ACA.
- Thorough knowledge of the principles and practices of school system operations.
- Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules and regulations.
- Excellent interpersonal and communication skills utilizing tact and diplomacy.
- Ability to work on multiple tasks, set priorities and meet deadlines with minimum supervision.
DUTIES AND RESPONSIBILITIES:
- Exercise the authority of the office as delegated by the Superintendent.
- Supervise the operations of Human Resources.
- Serve as an active member of the Superintendent’s Cabinet, keep the Superintendent informed of pertinent department information and seek the Superintendent’s counsel as necessary.
- Recommend to the Superintendent and Board of Education updates to Board policies related to personnel.
- Prepare for and present Human Resources information at Board of Education meetings.
- Oversees the overall effectiveness of the departments’ program and ensures all are implemented within federal, state, and local regulations.
- Supervises and conducts personnel administration duties for appropriate staff, including hiring, evaluating performance appraisals, assigning special duties, monitoring attendance and travel reports, and granting leave.
- Oversees the preparation of budgets; coordinates with other departments or agencies to ensure maximum services; monitors expenditures of approved budget.
- Guide and direct the development and administration of compensation and benefits programs to attract, retain, and motivate capable administrators, teachers, and support staff.
- Ensure compliance with employment regulations, promote fair and consistent treatment of employees, and provide opportunity for employee development and effective career placement.
- Prepare staff allotments and confer with principals and/or other administrative personnel on allotments and needs.
- Serve as the designee for personnel matters.
- Oversee the contract process for licensed staff.

PHYSICAL REQUIREMENTS:
- Must be able to communicate orally and in writing with parents, staff, and community members.
- Must be able to physically perform the basic life operational functions of fingering, grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, talking, seeing, hearing, and repetitive motion.
SPECIAL REQUIREMENTS:
- Must possess a valid NC driver’s license.
- Ability to establish and maintain effective working relationships with parents, teachers, students, administrators, community leaders, agency representatives and others.
- Must be adaptable to performing under stress and when confronted with emergency situations.
- Ability to supervise and coordinate a variety of staff programs and activities.
